Background.  Think back to that pivotal Board meeting last year. Members of the Board had received information that something was amiss in Pinnacle Village home purchases. Some residents were concerned about the prospect that unsavory residents might be occupying homes in our neighborhood. As I recall, this issue was first raised by one or more real estate agents who seemed to be more acutely aware of what’s going on in matters of property use and especially in the case of unusual property transactions. Knowing that something was not quite right, warning flares were lit, but few were paying close attention. Yes, there were those telephone calls to check things out, but that was the extent of the investigation. Our slumlord fears back then were quickly dismissed by the Board.

And Now!  As things have gotten out of control, a police SWAT team moves in on one alleged slum dwelling to remove some criminal elements and later to make arrest of the Tall Mesa Village renter, pastor Darryl Willhite.

The Krystal Light Ministries.  At what point is public health and safety an issue for Sun City Anthem? The residents of Tall Mesa Village believe they have found the answer in a home housing 16 people, including children on the corner of Hickory Valley Road and Oliver Springs Lane. That is the current location of the Krystal Light Ministries, where pastor Darryl Willhite is presumed to be operating a combination homeless shelter and ministry out of the home he is renting.

Willhite gave a FOX television news crew a tour of the home, which he said was being used to help homeless people. While the pastor says he’s got an OK from the Association to operate his ministry here, that assertion is disputed by Community Manager Arnie Snow, who writes in the 11 March issue of the AC that “contrary to what the resident renter has stated, the Community Association at no time granted permission for him to use this home for a facility for under-aged children nor a place of worship.”

However, the issue of acceptable use is somewhat muddled by advice reported in the LVRJ article from Henderson Senior Planner Scott Majewski. Majewski told the LVRJ that “Willhite would not be violating Henderson law simply by operating another halfway house in Sun City Anthem.” While not addressing other restrictions that apply to living in an age-qualified community, Majewski went on to state that “you are allowed to run a halfway house under single-family residential" statutes, but only eight unrelated people are allowed to live in a single-family home under the law.

According to the Review Journal article, “Police wouldn't say why Willhite, who they report has a "history of fraud, forgery, burglary, narcotics and like offenses," was not arrested. As reported, a police spokesman said no arrest warrant has been issued for the pastor, but the investigation is ongoing.”

However, in a conversation with Detective Harper of the Henderson Police Department, I learned that Darryl Willhite has since been arrested and is currently incarcerated on a felony complaint. He had an initial court hearing on the matter this morning and was returned to jail. He is scheduled for another hearing this afternoon on a separate misdemeanor complaint. Willhite will be kept in jail until bail can be posted. If bail is not forthcoming, Willhite will be kept in jail, thereby hindering his ability to resolve his and his followers living situation in Sun City on Hickory Valley Road.  

Pinnacle Village Slum Problem. While our Tall Mesa residents are attempting to address their slum infested environment with the Board, our residents just around the bend in Pinnacle Village have been experiencing similar problems for some time. We understand a detective will be starting an inquiry into the Pinnacle Village situation tomorrow.

We have been told that our unwelcome and less desirable elements living in Pinnacle Village will be moving out soon and may be gone by the time you read this. That’s the good news. The bad and unconfirmed news is that they will be moving down the block into another home owned by one of Sun City’s other alleged slumlords.

On the Move.  Just in case pastor Millhite will be looking for a new home soon (they were rumored to be moving out this week), not to worry. The owner of that Tall Mesa property is alleged to own other properties in Sun City as well.

Will the Real “Eric Black” Please Step Forward.  We are informed that the owner of that Tall Mesa home occupied by pastor Millhite and his ministry followers as he call them is Eric Black. But there remain some unanswered questions concerning Mr. Black. For example, while our Administration’s staff will confirm they have talked on the telephone with someone who claims to be Eric Black, others in the community have reported that the police have told them that our Eric Black is actually deceased, but that can't be true, can it?

Whether deceased or not is really not the point here. This issue raises a question of who really owns the property in question, whether that be Eric Black, someone else in his name, or another entity altogether. [For the truly dedicated investigator, and apart from “ownership” issues, there is a totally unrelated issue of how some Sun City properties are being acquired and funded, with homes being flipped and transferred to unknown entities.]

Who Owns Sun City Homes?  The question of home ownership of Sun City properties, a subject previously ignored or avoided in the past, should be raising serious questions around City Hall, i.e., the SCACAI Board. This long dismissive topic by those who have been in charge is now coming back to take a huge bite out of the community’s tranquil lifestyle. No longer should the Board be able to turn a deaf ear to issues of home ownership, as the Association has clearly lost a needed degree of control over the process that should mandate that home ownership must remain in the hands of age-qualified buyers.

If there is no mechanism in place to establish the bona fides of qualified home ownership in an age-qualified community, should there be one?

Just what does the Association know about the mysterious owner of two Sun City properties, “ERIC BLACK?”

And should we know more about the owner of five Sun City properties owned by VICEROY U N CREDIT & COM INT TR, or the owner of Sun City properties in Pinnacle Village owned by EMILY MARIE LLC?

Only when that ownership process can be effectively managed will we be able to manage the rental issues of those suspiciously owned properties to qualified renters. But do not look upon the Board to assume any responsibility for what has occurred. They will tell us that they are but the ears of the community, awaiting to hear of problems brought to their attention. And they will tell us that they are doing everything they can and as fast as they can under the law.  How do they phrase it? “Remain vigilant and keep us informed.” They will also tell us that there is nothing more that can be done. But will that kind of response we’ve been used to hearing in the past continue to be sufficient to satisfy the community under the present set of circumstances?  

Current remedies, or more accurately, practices have proved less than adequate in handling the situation. As long as the Board continues to handle such matters as purely a “rental” issue, little progress will be made in regaining control over home ownership the Association needs.  At some future point, someone, perhaps even someone on the Board, will come forward with a commitment to put our house back in order.
